CPU not reaching full utilization while rendering

So first off here are the specs:

Intel Core i3-4150
Cooler Master T2
Gigabyte GA-B85M Gaming 3

8GB's Corsair Vengeance DDR3 1600Mhz

120GB Samsung 850 EVO SSD (OS)

2TB Western Digital Green HDD (Storage)

Corsair CX430W PSU

Thermaltake Core V12

 

Here is the problem:

 

So I recently built my friend this PC so he can do some basic web browsing / web gaming as well as some light video rendering. So he went to render a super low res video, 650x480 or something like that and it took him nearly fifteen minutes, and the video was only a minute or so long. Then he tried to render a 1080p video which was a minute long and it also took about fifteen minutes. I was looking at his CPU utilization in task manager and the highest I saw it go was 47% and task manager was recognizing all four logical cores. I did the same test on my PC a minute long video at 1080p with the same render settings (not using cuda acceleration) and it only took about 45-50 seconds versus his fifteen minutes. So does anyone have any idea what's going on?

Other stuff:

 

CPU is not overheating, staying around 110f / 43c
Mobo is not overheating, nor is either drive.

CPU - RAM - HDD and maybe GPU.

All those effect render time.

 

So check everything when you render, if you see 100% somewhere, so it that most likely the limiting factor.

I'm unsure what you are saying?, Could you try using maximum render quality to see if it increases his CPU usage?
