Software or hardware?

I have my vaio laptop for almost 3.5 years and Im guessing i have been a hard user. Now it has this problem of not being able to shutdown unless i hold the on/off button and i have no access to the task manager after i try to shut it down. Another problem is that the fans are not quiet anymore and just goes crazy when i start load intense stuff such as games and sometimes even just playing videos. Any suggestions?

 

EDIT: There are also times during startup it goes into the "operating system not found" screen. I know i can just ctrl + alt + delete but I'm just concerned whats wrong with it.

For fans clean the dust.

Open it up and unleash compressed air on it.

 

Also, re-install Windows, that should solve the software issues you're facing.

Is a vacuum cleaner an option for compressed air or is that too strong?

Unfortunately not, using vacuum cleaners on computer stuff can cause static buildup so I'd avoid. You could use something like a car tyre pump or a bike pump but I usually just blow on it hard if I've got no compressed air handy. You can also use a paint brush in between the fins on the heatsink.
