Accidentally cleaned my usb drive when trying to format my usb for a boot up and it deleted my windows 7 file on there, when I try to recover the lost files using "list disk" "select disk 1" "ASSIGN DISK=F" it doesnt work.

F being the driver name, the usb flash driver used to be called kingston... something

do i have to use the kingston name instead of "F"

Can you define "cleaned"? What exact command did you use to clean it?

If you erased the USB, then you can pretty much say goodbye to the files that were on it. Flash NAND is notoriously difficult to recover data from, compared to mechanical HDD's.

Did you delete the partition on it by accident?

You should try opening up "Disk Management" (Right click on my computer, select "Manage", then change the tab to Disk Management). See if the USB Drive shows up in there. If it does, you should be able to repartition and/or format it, as necessary.
