I get my full bandwidth when I download off steam

Because internet speeds are measured in megaBITS and downloading files are measured in megaBYTES.

 

You divide megabits by 8 to convert them to megabytes.

 

Internet companies advertise in megabits because it makes it seem like there speeds are faster.

You could have just told OP that the speeds he/she is getting, are the speeds he/she is paying for, rather than saying they're uneducated... That doesn't mean they're uneducated at all.

I mean that does make them uneducated in regards to bandwidth units though, doesn't mean that he/she lacks an education (might be a history genius or a great mathematician) but in this scenario...

Uneducated means someone has a poor education level, and could be considered 'stupid' or lacking common sense. Not being knowledgeable on data volume units, still does not make them uneducated in regards to data volume units, just not as knowledgeable.

I get around 120mb/s download when I take a speed test, but when I download games from steam,  I download at around 12-13 mb/s.
