Overclocking

I was considering a intel Xeon E3-1231V3 Haswell

I don't have much experience with Xeon processors.. Whats the main difference and can I overclock it?

Equivalent to i7 (but without iGPU), you can't OC it

You can't overclock it and it doesn't have a iGPU, don't bother with it unless you do a load of video editing.

Not really. A 4790K would perform better when overclocked, and around the same, if not better at stock speeds. If he did a fair bit of video editing, the 4790K would do better. The Xeon would be good if he needs the performance, but doesn't have the budget to get an unlocked i7.
