So I am trying to reformat a drive that is loaded with windows 7. The only boot drive I have is windows 8.1. I know you can update 7 with 8, but the hhd is virus ridden. I made an attempt, and you can probably tell I have very little experience with reformatting hhds. It gave me the following error.

 

Your PC needs to be repaired

The operating system couldn't be loaded because the kernel is missing or contains errors

 

file: \windows\system32\ntoskrnl.exe

Error code: 0xc0000098

 

You will need to use the recovery tools on your installation media. 

 

My question is this, is there something wrong with my boot usb or is the hard drive bad. Or the ram, it could be the ram I think. I'm better at putting the hardware together and am trying to learn how to fix these things for the future.

 

I appreciate any help you can give.

load your boot drive from bios its either f2 f8 or 10 depends on your computer, it will show up on the logo screen when you first turn on your pc

Im not following you entirely here. You have a virus ridden Windows 7 HDD and a separate Windows 8.1 loaded HDD from which you boot? If that is correct and cant boot your 8.1 HDD because of the win 7 drive, just go to your BIOS and override the boot priority, manually select your Win 8.1 HDD to boot from it, once in windows, you can erase and format the disc.

It's a usb with win 8.1. Not a hard drive. I'm just trying to figure out if it is possible to wipe the win 7 hard drive that is in the computer that is loaded with viruses and either put win 8.1 on it or a fresh install of win 7. I can make a win 7 usb if I need to though.

That's what my drive is. It's a bootable usb with win 8.1.

You can try redoing it if it isn't working correctly.
