The right heatsink fan may create turbulance with the blue top fan, see how they are pulling on each other.

Yeah I would turn the heatsink clockwise 90 degrees.

Should I flip it and make it a intake?

I would consider removing the bottom mounted fan so that it's not competing for air with the power supply.

Nah, the psu will be fine. More case airflow is good.

Would it be sucking in heat from the gpu?

Perhaps a bit but the fans from the gpu don't go right through the card so it wouldn't be that bad.

Now if you could turn the heatsink 45 degrees, that would solve all your problems.
