I would go with the TI build (but I would go with a 240+ GB ssd) the H60 is not a large upgrade over the H7 (I got one last month It's great) The H7 also just looks better.

What are you doing with the PC if you don't mind me asking?

System CPU : Ryzen 9 5950 doing whatever PBO lets it. Motherboard : Asus B550 Wifi II RAM 80GB 3600 CL 18 2x 32GB 2x 8GB GPUs Vega 56 & Tesla M40 Corsair 4000D Storage: many and varied small (512GB-1TB) SSD + 5TB WD Green PSU 1000W EVGA GOLD

You can trust me, I'm from the Internet.

Depends what your doing and what res and refresh rate your using.. But the second would be my pick though i would go for minimum 240GB SSD.

With that said on a 1080 60Hz screen.. I'd drop to a 980 or 390 and get a better screen. Or a better screen and lower end CPU (4460) no cooler and stick to the Ti..

I don'T PreSS caPs.. I juST Hit THe keYboARd so HarD iT CriTs :P

Quote or @dzzope to get my attention..

I'd probably get a Fury  (non-X) and drop the OCing CPU and mobo. Focus the money on the larger SSD like others have said.
