Yes. As long as you're not getting any noticeable drops in performance when it does, then it's fine.

Yea its fine, the core clock will ramp up and down depending on usage and needs.

Assuming you have an Intel CPU, that's called "SpeedStep" technology.

 

Basically, your CPU is adjusting clock and voltage as the CPU load changes.

Ah. Well GPU's do the same thing. Though if the fluctuations are too drastic, it might cause performance issues.
