Make a home server

I would like to make a low budget server for storage and running self made programs and maybe hosting a small website an recommendations, hardware and software? (My internet is fast enough for the uses intended)

I would recommend running Linux on your server to minimize costs. Since you're planning to host a website as well, I would recommend Enterprise or RED drives from Western Digital.

I have a server running for the same field of usage, with an itx mainboard and an Intel atom cpu on it. 4 TB, 4 Gigs of RAM. Simple and works well with linux on it (Opensuse).

Is uptime very important? Like do you need 99% uptime?

Not particularly but it shouldn't be unstable
