Nothing "missing" from your hardware is probably going to be normal. RMA?

Nope, it's a 24 pin for a reason and you only got 23. Nah, apparently that pin is obsolete for older boards. But hey, I'd ask the people that actually know more about those power supplies. Maybe Seasonic themselves :D
