I would have suggested you to get a r9 280x, but their prices are terrible in the UK so you will do fine.

My opinion? Make it smaller, make it sip power and make it nicer looking. The GPU is not really a downgrade, though you can put the R9 380 back if you want. You can try to add an SSD by going for a cheaper motherboard, but it probably won't happen while keeping the WiFi.

For about 30 quid on top, you could get an i5 4670K, which would secure you a tad higher speed and an unlocked modifier for future OC needs.

Overall build looks decent!

I think the i5 4690K will be overkill for r9 380.

If he decides to crossfire it in the future, when the prices drop, or renew his graphics adapter - he can freely OC it, eliminating the need to buy a new CPU right off the bat.

You may be right though, depends on the user at hand.

I looked at that case but I have quite a few concerns. Firstly, are the intakes filtered? I do not think they are, which combined with the tiny case would make that a dusty nightmare. Secondly, is there enough airflow through the case? I DO NOT want it to overheat. Finally, this is the first time I have built a PC and I don't want to go get a case that is really hard to build in. Please reply with what you think.

The case does have a filtered front intake. As for airflow, the GPU can pull in from the side and the front fan will pull in for the rest of the core components, so it should be fine as far as heat is concerned. Mini ITX cases can however be a little bit of a challenge, so the SG13 may not be the best choice.
