I am looking to sleeve the cables on my boat that are exposed and am looking for sleeveing that will not mold or break down quickly because of water. I am planning to order some extra and do custom cables for my PSU as well. Suggestions?

hmmmmmmmmmmmmm....couldn't you just simply get some sleeveing and cover them in water-resistance spray?

I am not sure how long that would last. I did think of that but the longevity of it is a worry. If I have to then I will but I will have to spray it every year then.

don't think there is any water proof cable sleeving, however you could run the cables you want through pvc pipe and seal off the hole(s) with silicon. 

Why sleeve them then? I am only wanting to sleeve the wires that will be visible. So pvc pipe is not an option. I can leave it just as the wires but I figured i have put so much time and effort into this build I might as well go all out and sleeve the exposed cables.

heat shrink might work not sure of it's longevity but it might not be the prettiest thing in the world. 

Heat shrink would work, but you are right it would not look nice. I think I may have to just use a water proof spray once a year on some normal sleeveing. Will continue to look for better sleeveing though in hopes of finding the right thing. I am still a month out from needing to work on that part so I'll see which way I decide to go.

Most cabling itself is water resistant but if you want completely waterproof cabling and junctions you can find cables that are potted or filled with gel and are rated for full time submersion. What are you trying to run and what is it for, data, power, communications?

I am not looking to make them water proof, I want the exposed cables to look nicer.

There isn't a way of waterproofing cabling after the fact but if you want them to look nicer a mesh or split cable tube over it to make it look better, just make sure it is UV rated plastic since it is in an exterior type environment. You could also run it in flexible conduit to hide and protect those cables further.

Any wire wrap method should be ok as long as it's something that can dry out (read: don't use something like fabric sleeving that you see on desktop psu's).  I would go with something light and breathable like a loose nylon mesh braid.  There's water-resistant heatshrink tubing you can use that has a glue on the inside that melts and seals itself when heated up....McMaster has it.
