Budget Gaming PC Help

So I'm looking to do a small budget build to be able to run simple games like TF2 and CS:GO at 1920x1080p at lowest settings (It's my quality preference) and also to stream them at 30FPS (Please note I will only be streaming CS:GO at 720p. Also I would like to play GTA V BUT at LOWEST settings and enough to record at 30FPS (I won't be streaming GTA V). My budget will be between €400 and €440, I don't wanna spend more than that or I'll feel bad haha, I just want some ideas to work off of for absolute budget build and smallest form factor to be able to carry it place. So please spare money on every part which is possible. By the way, I've no preference between AMD, Intel, Nvidia.... Just as I said, "Budget" and be able to do the things mentioned above. Really appreciate it!

That's not true the pentium doesn't even have hyperthreading
