IPS237L-BN overscan problem

Last weekend I bought myself an IPS237L-BN 1920x1080p monitor from LG.

When I hookt it up to my computer there was a black band around the screen.

I went to the amd control center a found an option cold over scan I set it to max and the black band around the screen was gone.

Later when I launch civ 5 in dx10-11 the black band was their again. So I launch it in dx9 and the band was gone (but the game looks horrible in dx9).

So I tried it again an when to the settings an set the resolution to 1680x1050 what was the resolution of my old monitor the black bar was gone again.

I set it to 1080p again and the black bar around the screen was back. I tried other game like Need for speed the run same problem just cause 2 same. In crysis the game starts in 23hrz why I don't know after I did alt-enter that was gone but then the same problem again. I hook my monitor up using an hdmi to DVI cable the DVI I put on the DVI output of my 4870x2 and the hdmi in one of the hdmi port on my monitor.
