CPU & RAM profiling software to find bottelneck

So, I'm investigating why the software Quartus II from Altera runns so slow (40% singelcore usage).

Is there a software to read out internals of the CPU like:
- pipeline stalls
- cache hit rate or miss rate
- RAM bus usage

Since my storage stetup is performant, I don't think the CPU is starving for data, but I'd like to verify it.

If it helps here are my system spec.:
CPU: i7-4790k
RAM: DDR-3, 16 GB, 2400
SSD: Intel 750

Mineral oil and 40 kg aluminium heat sinks are a perfect combination: 73 cores and a Titan X, Twenty Thousand Leagues Under the Oil
