The lower the RF the better the quality, not worse. RF is the compression factor for constant quality encoding, 0 being lossless. It will choose the bitrate it deems appropriate for the scene based on the Rate Factor you assign, attempting to maintain a constant image quality. The file-sizes can be unpredictable but quality will be consistent. RF 20-22 will give you HD level compression.
There are many things you can do to make quality better on your end in Handbrake, but the second you upload it to Youtube it all goes to waste
The average bitrate Youtube recommends for 1080p is 8000 Kbps. You can go much higher and upload whatever quality you wish, Youtube encodes it again anyway down to 4000Kbps or less, which butchers any quality you were trying to maintain
