The lower the RF the better the quality, not worse.  RF is the compression factor for constant quality encoding, 0 being lossless. It will choose the bitrate it deems appropriate for the scene based on the Rate Factor you assign, attempting to maintain a constant image quality.  The file-sizes can be unpredictable but quality will be consistent.  RF 20-22 will give you HD level compression.

 

There are many things you can do to make quality better on your end in Handbrake, but the second you upload it to Youtube it all goes to waste

 

The average bitrate Youtube recommends for 1080p is 8000 Kbps. You can go much higher and upload whatever quality you wish, Youtube encodes it again anyway down to 4000Kbps or less, which butchers any quality you were trying to maintain

and here is my question if i lower RF my quality is gonna be better or worse?

so it need's to go up..

 

You have to balance quality, with rendering time, if its taking you too long the you will just have to put out a lower quality video

 

Its not the end of the world, the problem is youtube compression will destroy most videos quality anyway, you are best putting in the best you can (with a high bitrate)

 

BUT if its taking you too long, then just do it in lower quality

Set average bit rate and find out how what bit rate each quality is for youtube if uploading to YouTube and add another 1000kbps.

 

If not for YouTube then i'm sorry.

Slightly offtopic...

 

Each CPU preset has predefined values for x264's variables, when you switch to advanced you can see all the settings that get changed. 

 

You can use custom x264 settings in OBS to increase your local recording and stream quality as well.  So you can actually make a hybrid of certain CPU presets to find the best quality:performance ratio.  You have to be careful though because you can easily cause a huge spike in CPU usage.

 

The faster the preset, the lower the quality because it cuts corners to reduce encoding time and CPU usage.  This chart goes from lowest to highest quality. The biggest differences between the presets is how they handle motion.

 

OBS defaults to Very Fast Preset, in the land of x264 medium is the true default.  Medium is a CPU pig and is not recommended for streaming, some CPUs can easily do Faster or Fast to increase stream quality
