not working on boot up

When ever I start up my pc I am unable to use my keyboard or mouse to go into bios or safe mode. The keyboard and mouse don't turn on until the pc is on the starting windows screen. How can I fix this? I've tried the usb 2.0 and 3.0 ports on the front and on the mobo.
