Network Problems with iPad Air.

This isn't my iPad, it's my brother's. The wifi and airplane mode toggle are grayed out and I am unable to turn wifi on. I tried to reset network settings and it didn't help. PLZ HELPpost-242251-0-79744400-1436146008_thumb.
