A D5 pump (or variant of) set to a speed of 2-3 is a good start then you just need to consider fans and radiator (looking at it purely from a noise POV) of which the pricy but popular option would be Noctua NF-F's or the Scythe Gentle Typhoons, a larger thinner radiator helps with noise too because you can run more/bigger fans slower on it.

For blocks its much of a muchness, personally I like the Watercool (Heatkiller) style but everyone has a preference.

My suggestion would be to go with no watercooling and spend the money on a second 980ti, because that will add more performance then liquid cooling ever would.

I would also change some parts in the build around.
