Custom Built PC vs Microsoft Surface Pro 3

So I have a friend that wants to get into digital art, but we can't decide whether he should get a PC build with a Wacom Cintiq 13HD or a Microsoft Surface Pro 3 (1,400$ tier)

 

I think he should build a PC and get a Cintiq 13HD for digital art. This is the PC build I am recommending to him: http://pcpartpicker.com/p/YzdqMp

 

He wants to get a Surface Pro 3 (specifically this one http://www.newegg.com/Product/Product.aspx?Item=9SIA3V73268241) because he is worried about mobility and portability.   

 

I also just discovered that Wocam makes a wireless accessory kit for their tablet.

My wife has a surface pro 3 and i hate it but she seems to love it If I were you I would take your friend to best buy and let them test drive the pro 3 first 

because for that money you could get an Asus ROG 751jk Laptop

Umm. In that recommended build switch out 4790 for 4790K to get most of that mobo.
