So I'm trying to do a custom loop, and as a test, I'm running my components outside of the case to do a quick flush. The pump has worked a few times, in the case. It has also worked before, out of the case. Now I have my components laid out this time... and the pump isn't pumping water... So, anyone have any ideas. Here is a video of what the pump is doing... and I can tell you, that isn't pumping water...

If its DOA then RMA it. Its a good idea to plug a fan or two in to check the PSU is actually on.

NEVER run a pump without water

I tap the res in the video to show that it is full of water.

If you remove the top off of ANY Swiftech Pump... isn't your warranty void? And the PSU fan does turn on.

Do you have a multimeter to check that it is actually giving out 12V?

Is the pump getting hot?

That's not a stock swiftech top. Just put the stock one back on, they will have a hard time proving it came off.
