At&T Internet/Modem/Computer settings

Okay so I just brought my desktop top my girlfriend's house and keep in mind her Surface gets roughly 9 mbps on speed test.net on WiFi, my desktop gets roughly 0- 1.5 mbps but usually on the low side. What is the issue? I'll post my specs or pics of my computer as needed because I really need the speed fixed!

If both are connected to the same wifi network, I would try moving the desktop closer to the router to see if that affects things. And does the PC have an external antenna? (A USB wireless adaptor sticking out of hte comptuer counts as an external antenna).

 

Also if possible, use a wired connection instead of wireless.

I don't have a pcie WiFi card but a small usb WiFi adapter by rosewill, both pc's are in the same room, I was wondering if I could fix the speed without using a cable?
