Well, it depends on how drunk she was, because sometimes she isn't actually able to give consent because of how drunk she is, but if she's just regretting doing it then no it doesn't count as rape.

Also don't quote me on this stuff, there is a chance I could be wrong, but from what I know it is dependant on how drunk someone is to see whether they can give consent or not.
