How can I have the task bars duplicated, but if I click the pinned app on task bar 2, it opens in monitor 2? and vice versa? I know there is a setting like this for shortcuts but it has no effect on task bar apps. :(

Under: Settings>Taskbar>Task Bar Shortcuts>Select a shortcut (you must do this for each monitor you have a displayfusion taskbar on)>Edit>Check the checkbox

I'm not sure I understand the problem then, could you explain it in more detail? 

I have two monitor. On both, the taskbars are mirrored, so If skype is opened on monitor 1, monitor 2's taskbar sees skype in the taskbar.

If I click on the taskbar icon for skype, skype opens on monitor 1 regardless of if i clicked the icon on monitor 1 or monitor 2. But I want it so that if I did click it on monitor 2, it will open in monitor 2 instead of 1.

Why do you have them mirrored then, much easier to do it without mirroring

If they weren't they only show the tasks on their respective monitors. I'm lazy and don't want to manually move the program to the other monitor xD

So I think what you need to is go to Settings>Taskbar>Taskbar Mode>All taskbars show all windows

 

What this does is shows all windows you have open on every single taskbar, rather than only the taskbar on the monitor that has the window open. 

 

My previous instructions should deal with clicking on an application shortcut on one monitor and have it opening on that monitor specifically.

 

I'm not sure where you have selected the mirrored taskbar, but if you want to get it working like how you describe, don't use it.
