My PC has been running fine but I downloaded a program that overclocks your monitor (it doesn't look malicious, a lot of people reported it working for them) and now my PC is stuck in an infinite reboot style and I have trying resetting windows but it will not accept my boot disk. Please help me.

I'm assuming you tried to turn up the Hz refresh rate. It's not a wise thing to do because it can damage either the GPU, monitor or both. Test the screen if you can on another system to make sure the screen isn't dead. If it works there I'd say your GPU has freaked out at the non standard refresh frequency. That's likely causeing the reboot loop.

My monitor still works so its the GPU, Anyway to fix it without buying a new one?

Don't think so. Try looking in the GPU's manual and see if you can reset the settings to defaults, failing that, try Googling up the issue. If it's a card, try removing it and see if the system boots

normally.

I'm doing that now. The only problem is that motherboard beeps at me without it
