does it rule out malware

It should do. I've not seen a virus / malware being activated in safe mode. However that doesn't mean the damage wasn't carried over to safe mode.

Only the core files are loaded in safe mode. So only things made by Microsoft will be loaded. But if the virus deleted one of those files then it's gone.

Normally plonking the disk in and loading a repair of the disk will solve a deleted core file. Use Windows repair of the disk.

It's not a race to the bottom.

How so?

Just doesn't show anything on screen?

If you boot of the disk then your HDD shouldn't even be accessed. So if the disk doesn't work then it eliminates the SSD / HDD being the problem.

no it didnt detect anything was wrong
