Do I need new fans?

I have a double and triple 120mm rad duel loop system. The double is for an i52500 (I know it is major overkill) and the triple is for an r9 390x which still needs a water block. My existing fans are pretty pathetic when I run the voltages down to make them quiet and they are no-name fans. Do I need new ones? The airflow is barely noticeable on 5v but neither is noise. Will they suffice for the r9 390x on a triple rad? 5 fans total and I am REALLY low on cash right now and I still need a GPU water block.
