I like to build a computer for following works:

 

1-Photoshop and Lightroom photo editing,

2-Video streaming with 3840 x 2160 resolution on a 28" monitor.

3-NO GAMING AT ALL

 

Would an Intel CPU with integrated graphics easily do this job?

If so which one (which processor with which integrated graphics?)

How much of memory is required for those tasks?

Wait Till Skylake ;)

Intels igpus in skylake get a real boost.

i would get 16gb ram can add more later if need be

...if I'm understanding you correctly, you just want to watch 4K content on an iGPU? If so the requirements here are very low: you could probably use any Haswell Pentium.

 

It's the photo editing that is going to limit how much you can cheap out here, not watching videos.

Yes, the iGPU should do fine, although intel drivers are not as good as nvidia or amd ones and you may get an odd crash every once in a while. Considering you want to do photo editing, I would recommend at least a core i5 4690k, or even better a 4790k. I say the k versions because it makes a lot of sense to overclock them and it's pretty much the only advantage they have over the (igpu-less) xeons at similar price points, but nothing stops you from getting the "vanilla" versions.
