970 on 540 mhz

my gpu is a gigabye gtx970 g1 gaming  it should be runing at 1300 something mhz underload but as you can see from the pic i have the gpu running at 100% but the core clock is still 540mhz can some one help me fix this plz

Have you overclocked it? That clock speed is the fail safe speed IIRC, it will lock there until a reset whenever it detects stuff going too far wrong (voltage, current, overclock instabilities etc.)

Edit: Also what are you running to push the power up so high? It could just be severe throttling if you haven't increased your power limit but outside of things like Furmark and OCCT you shouldn't be getting up that high.
