At that kind of budget I would generally put better hardware over faster boot speeds, if he wants to have an ssd then he can pick up one later as an upgrade.

Maybe he could drop the HDD and buy a better CPU+MOBO+GPU. Then he could buy the HDD later when he needs the storage. 120 Gb should last a couple of months at normal usage.
