ERR_CONNECTION_REFUSED issue

sounds like a router problem if your phone is doing it too. I'd say your isp is blocking your connection, but if your wifi works fine, then something else is afoot.

 

Try resetting your router. should be a small button on the back or something, hold down for 7 seconds, the usual crap.

So I am at my wits end guys for some reason, I am getting err connection refused on every single page except, google search and facebook for some reason. This is happening on all my browsers (GC,IE,FF) its even doing it on my phone. So far the only workaround is going off wifi or running a vpn like tunnel bear.
 

I have tried

  • Restarting computer
  • restarting router and modem
  • windows updates
  • clearing cache ad cookies on everything
  • running defender on full scan (nothing found)
  • running malbytes, ccleaner, disk cleanup, defrag
  • checking and unchecking proxy settings on chrome
  •  resetting chrome to original settings
  • turning off firewall
  • turning off defender
  • installing avg and running
  • setting computer back a week to no issues
  • coming here for help
  • having the post no go through because tunnel bear got turned off
  • retyping this for the fifth time

Sounds to me like your DNS cache has been poisoned.

 

open an command prompt in admin mode type "ipconfig /flushdns"

Alright, so I tried both and atmos you where right after I comply reset my router (complete wipe) my chrome auto populated with a random proxy server address that wasn't there before, so I removed it set back up with automatic. no proxy and bam working again. I don't know why it didn't show the proxy server address before the wipe but at this point I don't care. Thanks for the help.

Uh, that's interesting. 

any chance you were using chrome on your phone as well? Something smells fishy here.

 

I'd run a virus scan on your computer. A full scan, not a fast scan. It's not the most likely option, but you might have a virus that spread itself over local network, denying access to web. I've had bugs in the past do similar things to me, one infact killed my first major gaming rig, and is still on that hdd in my desk.
