I acquired about 2 months ago a Dell Radeon HD 4670 video card. The person I got it from said every time he would start up Chrome and the card would crash. I found out that as soon I got into Windows that the temperatures were already 143 degree Fahrenheit and the fan speed was only 800 RPM. Today I plugged it back into to my computer and I turned on my computer and smoke came pouring out. It turns out it was the fan. I dismantled the card and removed the fan and indeed the fan is dead. Is there some way I can cool it? It's better than my Radeon HD 5450 and the Intel HD graphics that is going to come with my new desktop.

What cpu does your new desktop have?

You can ziptie an ordinary fan to the card. Although, if smoke came pouring out, then the card is probably dead.

The Pentium G3258. But later on I'm going to get an Asus R9 270 and a better i5-4460.

Why not just stick with your current system and just upgrade straight to a 4460+270? Your gpu is going to be a bigger issue than your cpu in most cases.

You can go cheap and jury rig a case fan to it or you can spend around $20 and get an Arctic Cooling L2 Plus to replace the stock cooler with.

My current computer is a Dell Inspiron 530s with an LGA 775 Intel core 2 duo.

Yes, but the gpu is still probably the bigger issue -- especially considering you want to upgrade to an R9 270 -- which shows that you're probably (hopefully) using the computer for something relatively graphically intensive.

A 4670 is only barely better than the G3258's integrated graphics.

I probably will do that.

I want to play games and do video editing.

Stick with your current system then and just wait until you can do a full upgrade. A g3258 will be held back in both uses by a 4670 (a 4670 isn't much faster than the iGPU in a G3258). You'd be much better off saving the money and just going straight to an i5+R9 270 (or probably even better would be an i3-4160 + R9 280, but that would depend on what programs you use/what games you want to play).

Well I need a better system for school so I can edit. Right now my current computer sucks.
