Overclocking problem? R9 270x

I used to be able to change the GPU clocks on my r9 270x HIS 2gb card months ago. Now I try to do it with both HIS Iturbo and AMD overdrive. It doesnt even work anymore

It's literally stuck at 1000mhz/1400mhz...

The Card came factory clocked at 1110 mhz (Boosted 1140 mhz)/ 1400mhz.

Try MSI afterburner. It works on 9/10 graphics cards, even if not made by MSI

It's really odd that even using the factory settings for the r9 270x HIS. It crashes a lot when boosted to 1140 mhz. 

Is this a fault on the card or just an unstable OC from the guys who made the card?
