My internet is getting upgraded finally this week but I can't have the router in the same place I do now as it's not the master phone socket. I have a powerline/home plug adapter but i'm wondering what kind of a speed decrease I would get by using it on my PC in the other room. Is there a noticeable decrease or should I be fine?.

powerline ethernet tends to have about 100mbps max in my experience, but that's usually better than wireless.

If you get a decent one, 300Mbps should be no problem.  I personally use the TL-PA6010KIT

If I had a 200 mbps one already and I know I would be hitting around 55-70 down would there be a big decrease then? should I upgrade the one I currently have lying around?

Depending on which you have, TP-Link has a utility that can detect link speed between 2 points.  If not, other than doing a file transfer or download test (or more complicated tests like iPerf or similar), there's no real way of telling.

Right, no problem*

*assuming by "300Mbps" you mean either ~150Mbps or getting closer but plugging it into an adjacent socket

I never said the PA6010KIT could do it, I said a decent one.  Highest I've gotten where I am (upstairs and downstairs) is about 250Mbps.  Considering his internet is still using a phone line, you wouldn't need any higher as you'll never reach fibre speeds anyway.
