In that particular instance, it amplifies the low-end frequencies to simulate a subwoofer.

 

What a crossover actually is, is a device/software that splits frequencies into multiple outputs.

 

For example, if you had a 2.1 speaker setup (two mains and a subwoofer), the crossover would keep the low-end frequencies (depending on how you set it up) from going into the main speakers and only into the subwoofer.
