this is probably the best one...few parts I might change

So I am going to make a pc for my friend a pc and he wants to play minecarft. his price range is about 450 usd. what should i build him. he may end up playing other games too. i would go on pc part picker but if you can help he for the bets price that would be good.

Believe me, that CPU is fine for Minecraft. The graphics card is what you should focus on, for almost any game.

Minecraft don't give a fuck about what GPU you have, it's going to run almost the same on a 250x compared to a 980ti.

fore minecraft i3 can get on igpu 100fps on fancy graphics with 270 and 8gb of ram it can get 120fps with 60mods no problem

Back when I played Minecraft, I had a i5 3450 running at stock 3.1ghz with 6gb of 1600mhz ram, and a HD 5570. I could turn render distance to max with every fancy setting on and get 80-125 fps.

Anything will run Minecraft maxed out at 60fps 1080p, what this build should be about is what will play real PC games well so OP's friend can try new triple A titles. I'm pretty sure if the guy can only spend 450$, it will probably be a long while before he spends significant amounts of money on upgrading.
