I got a secondary computer running windows "evaluation copy"... And I would love to get win 10 on it as well. So were is the cheapest and safest place to purchase a win 7 or 8.1 copy?

Software prices tend to be about the same for about every store, i would use a store like newegg or NCIX, or any other store you know and trust.

 

Notice: NEVER BUY USED SOFTWARE!

 

 

 

EDIT:

you can go to sites like g2a and get a windows key for like 20$ or reddit has that same thing where you can pay a guy 20$ and he will send you a key
