So, when i go into the advanced settings to change the hertz of the output, the max refresh rate is 60hz. I am pretty damn sure i have a cable that supports that (Dual link DVI-D). I have a 144 hertz monitor, 144hz ready cable, but cannot set it to 144hz. it is at 1080p btw. The monitor is the Acer GN246HL. It is also called a Generic PnP monitor for some reason when i go to set the hertz.

Check your drivers. Are you running a discrete gpu?

I am using Intel HD graphics 4600, i7 4790k. I am getting a GTX 970 very soon though. And i will check my drivers,  thanks.

I'm not sure if intel's graphics support it.  I'd go to intel's website and find the GPU drivers for your intel graphics and install it.
