Why did you buy 4*4GB sticks? I'd start by checking the RAM.

no beep but the onboard power and reset light up 

 

do the fans start?

Leaves less room for upgrading.

Are you sure everything is seated correctly? Is everything plugged in right? Is your monitor cable broken in some way?

Not with X99

Okay. Leaves less room for upgrading. It's not just very efficient to populate the DIMM slots with low capacity DIMMs, unless OP really needs bandwidth.

Do fans stay on or do they shut off.

Plug a speaker into the back you should be able to hear a beeping pattern if it's faulty

After turning it on? Almost instantly.

Your GPU might be the problem, I noticed is a previous generation did you buy it used or from eBay?

it was brand new my dad gave it to me he was going to water cool it but its a ftw and they dont have bloks for it so he gave it to me

Try switching the BIOS. There should be a physical BIOS switcher on your board.

ok well it was set you what your pic has so ill try the other setting 

Try using only one stick of ram

Oh make sure to reboot when using one sick don't just leave it running and remove the dimms because that won't do anything, if it didn't work change sticks and try again until you have gone through all 4 sticks.

i took 2 sticks out and now i get this on the screen its the first time anything has happen

"CPU or Memory Changed !!! Please enter Setup to Configure your system.

Press F1 to run setup

Press F2 to load default values and continue."

Try powering down and rebooting stick by stick, it definatly sounds like you have a faulty Dimm.
