I've been having problems with regards to download speed for a while now, but I just recently noticed something; When direct downloading a file with GoogleChrome, my download rate drops to kbps, but when I open another webpage, (like youtube for example) it boosts up to around 4 Mbps. This applies to any file size, big or small. Files above 2gb usually take upwards of 4hrs!

 

I'd be happy with any knowledge you could offer, thanks.

sounds like your ISP is throttling you

what you're experiencing is called burst rate, gives you a quick boost and then slows you back down. Really good for casually browsing the web as the page usually loads within the burst duration. It's a traffic shaping technique.

How many kbps are you getting when downloading?
