What is that fan doing just laying on top of your PSU? Isn't that just making noise?

Not really. There needs to be a gap in between for air to actually move around, otherwise it's just bouncing right back and creating lots of noise. Can't you hear it at all?

Why do you need to cool the PSU with a secondary fan?

 
It should get plenty of cooling by the actual PSU Fan.
(it's normal for the PSU to run hot.)

This is a good example of someone who is not really in the know of PC hardware,

 

1) You don't need 2 Titan X's, that's just stupid, keep the money and run only one.

 

2)Should've gotten the 980ti because it's almost the same performance for 3/4 the price of a Titan X

 

3) Don't get 4K it's just a waste of money for now, it does not provide good enough of a gaming experience to justify having one.

 

4) Don't waste so much money on getting the most overkill PC it will be useless in at least 2 years.

very nice. i would get a 400 gb intel 750 seriers nvme ssd for boot up and top priority stuff like steam games, windows. Also try returning that titan x if its possible then get a 980ti or even 2 way sli if you have a fat wallet at your disposal. also dont get a 4k its kinda useless unless you need it for work like designing or rendering, because they got slow response time low hz or something alse like a not so good panel, also you will experience stuttering in some games. What you should get is a 1440p 3ms ips 144hz Acer Predator XB270HU its a master piece also has g sync witch is very very useful you should check out linuses review over here 

Also a similar monitor with exact specs except it has a different more cheaper type panel with less contrast but the outer body of the monitor looks much better and it has the same g sync 

If you want better quality and something that looks wayyy better then get the acer since it has a beastly ips display. watch both videos they are both the best monitors on the market for gaming!

 

Check out the Roccat kone tyon its possibly the best mouse i have used it feels simple and  comfortable has full programming and macros are insane and i use the side tilt button that is not in the way but easily accessible for scrolling in game complicated games like Arma to change my fire rate or scroll though grenades.
