i have an i7 4790, i have it currently set to a manual voltage of 1.048v, when i try to do an offset of -10mv to   get the cpu to drop to 1.038v idle and 1.048v load it doesnt work, it just sets it to 1.038v and it stays that way, so the offset is basically acting like a manual voltage,   how can i get my voltage to drop at idle and rise when under load.

fine now guys, i turned off speedstep, c-state and set my voltage as adaptive rather than override.

fine now guys, i turned off speedstep, c-state and set my voltage as adaptive rather than override.

Adaptive mode is what you want, as you have discovered.  

You will want speedstep on, though, as that's the multiplier ramping that you're referring to.  C-states are also useful for power saving.  There's really little reason to turn those things off.
