Many TS3 servers run on Linux and Windows, I say equal in amount. I have no idea if another is more appropriate but I think Windows will work just fine. Just make sure you have enough internet bandwidth, depending on the number of clients/users on the server.

Also if you are looking to host a lot of people in your server you may want to look at Mumble instead. TS has a pretty low cap for users for servers unless you pay them relatively large license fees. Mumble has many of the same, if not more, features than TS without the limit on users.
