Deepcool Rockmaster V3 issue

on a friends pc he has a Deepcool Rockmaster V3 installed. When he plugs a one of his usb hard drives in that port the pc freezes up, when he installs his other driver it doesnt recognize it. when plugs anything else in including a full of hub of small devices they work fine.

We think its a power issue, but i thought i'd ask anyway.

 

On that any recomended usb 3 powered hubs?

TOSHIBA Satellite P850 with Core i7-3610QM,8gb of ram,default 750hdd has dual screens via a external display as main and laptop display as second running windows 10

MacBookPro11,3:I7-4870HQ, 512gb ssd,16gb of memory
