I seem to be getting an odd error where whenever I scroll down to the taskbar (auto-hide is enabled), it blinks on and blinks again if I move the mouse away. The usual process was it scrolling up slowly if I hovered down to the bottom. Likewise, now if I attempt to stretch any file or folders to widen them, two black (somewhat inverted) bars appear around the edges and the file/folder doesn't show itself being stretched properly until I let go of the mouse kid.

Does anyone what is causing this?
