HELP weird PSU cable?

I bought a EXP Graphic Display Adapter a week or so ago. 
It came with everything except this 24 to 8 cable... I've searched all over the net to find and buy one, but to no avail.
Possibly it has a another name, or maybe is a custom crafted cable? I would really appreciate it if someone could point me in the right direction.. please help me.

Looks custom crafted to me as ive never seen one of those before. If i may ask, what would that tool be called? I am in desperate need of one.

What tool? to make the connections that go into the connectors? that's a crimp tool or crimping tool.
