Can't remove PC from shield tablet

It just says connecting forever, and i cant remove and try re adding it because its connecting, and i tried turning off the internet but then it doesnt show me any settings for that saved pc.

Ive tried restarting both pc and tablet

So im stuck in this infinite loop where I cant connect and i cant remove.
I am at my wits end with this thing.
