Dead Island VSync not working at all?!?!?

So i brought the dead island franchise pack the other day (for $9 great bargain) and i started playing it and its just going nuts with tearing, setting: 4k everything on highest settings. weather Vsync is on or off it jumps around for 180 to 220 fps and tears up a storm, does anyone know how to fix this?
