Hi, I Wanted to over clock my i5 4690k to 4.5GHz with 1.2 voltage (i have the MSI gaming 3 motherboard) when I restart the PC the screen goes black except A2 in the bottom right corner. I have to then take out the cmos battery to reset everything. I tried it with 4.2 GHz and it worked fine, can't remember the voltage but the temps didn't go above 59c when stress testing. Does this mean that I can't go above 4.2ghz or am I not giving it enough voltage? I have the 212 evo cooler. Thanks in advance.

You're not giving it enough voltage. Try 1.25v. If it still fails to boot try 1.275v and so on.

So ive put it up to 1.27 and my temps are around 67c. Will high voltage do anything even if the temps are low? I'll try to lower it to 1.24

1.27 isn't high. 

Chip degradation only occurs when it's higher than 1.4v.

Obviously you'll have to keep your temps in check but as long as they aren't exceptionally high you'll be fine.
